There is a difference between the fog lights and the driving lights, also called spot lights. The difference is in the pattern of the light. The spot or driving lights have a focus beam, that allows you to see further down the road. The spot light is not meant to be the only light used, more so it is meant to be a supplemental light to the high beams. As long as there is no one in front of you turning on the driving (spot) lights will help to illuminate the road in front of you. They should preferably not operate separately from the high beams, but only be in use when the high beams are on.
Fog lights are helpful in inclement weather, and help to cut through fog and driving rain or even dust storms or heavy snow. They are useful when the normal head lights and high beams or driving lights do not cut through the weather hazards. Using fog lights during any time other than inclement weather is not appropriate. If you have fog lights on the front of the vehicle, you will notice them by the flat wide beam that focus low that brightens the road right in front of the vehicle, which is particularly helpful during dense fog. These lights preferably and should operate separately from the other lights. There are also rear fog lights in red help to alert other drivers of your presence on the road. Some vehicles, in particular European cars, will have a rear fog light function built into the rear lighting system.
